The hanging mobile is so that they can hitch, only a few are hitching. Hitching posts give them a break so they don't exhaust all of their energy by swimming.
Yes, that is a goldfish bowl inside a normal glass tank. The airline that is inserted in the side of the bowl provides a circular motion to keep them off of the top. If they get to the top, they will get air in their bellies, and food will not pass through the air. I have some holes cut in the two flat sides of the goldfish bowl to allow the brine to get out, and for clean water to get in. There is a HOB filter on the tank, that keeps the water moving. A normal square, or rectangular tank is just too hard to keep them off of the top. I've tried it, and you have to have way too many bubblers going, and place them perfectly.....NOT fun!
