Even though Marcel has done what he has been told and his permit applications are being proccessed...the officers insist he is is in the wrong and arrested him. Thy even acknowledged that he has submitted his permit application and that the other department is taking its time, but still insist its their job to arrest him.

I went there in December 2009 and ask for advise to get a legal way of breeding and exporting the albinos. In September last year, they pitched up and gave me a deadline for the 3rd of December 2010. I told them my circumstances and that I have to rely on to many people, so I won't manage to submit the application until deadline.
I asked them to give me a limited export permit for 100 or 200 albinos. i told them, there is no difference between culling them or sending them to Florida. The following day, the albinos would be gone, either way.
A clear no, and I was advised what to submit, was their answer.
