good question. You should inspect the body to see if there is any meat inside lol.. I got scared the 1st time I saw my lobster molt. Thought it was dead until I found it hiding. Inverts can also die during molting

Also they go into hiding for a few days after moulting as they are scared of being eaten up alive as they now have very soft skins untill it gets hard .... they tend to hide for awhile

No, that's a dead shrimp.
White insects could be amphipods or copepods, these are good for your tank (certain species can harm fish, but that's a topic for another thread).
