Here's what I'm thinking. Assuming you could fit the thing in your sump space and have enough air contact time to make it cool effectively (the computer guys tend to run at least 1m of updraft), you could simply keep the bottom end open (maybe drill some holes around the bottom perimeter) and stand it in your sump. On the top you organise a sort of hat, which allows any spray to run down the outside of the bong, down into the sump (like the froth guard thingy on a skimmer).
You probably need a fair amount of pressure to get a mist out of those irrigation sprinkler heads. It will probably just dribble like it's got a prostate problem when it's got a tiny pump connected to it.
