As far as I know, the quantity of live rock should not make much of a difference, its the quality. Cured live rock will cycle your tank quicker as there is less stuff on the rock to die off. I hope I've got this right, if not I'm sure one of the experts will correct me.

The rock will help your cycle to start, and good cured rock will help.

3.5 kg is quite little for the tank, I think you will need more, so get it in now to avoid an extra mini when you add the new lot

There are a lot of factors to consider so there is no yes or no answer to your question.

If the rock is already cured then there will not be much die off from the rock itself and you will barely get a cycle.

If the rock is uncured there will be a lot of die off, and cycle will take a lot longer.

The cycle is really just the establishment of the right bacteria (type and quantity) in relation to the bioload. Since your system is new no problem either way, but I would artifically give the cycle a boost by adding a little fish food or a small piece of prawn to provide the bacteria with some food so they can start multiplying (if the live rock you are using is already cured).

Monitor ammonia and nitrates, when these are fine (0ppm) then u can start stocking slowly.
