I don't think it's quite so bad. You're not allowed to sell local stuff. So basically it's only collection for your own tanks. So it's not for profit, just for personal use.
In Hawaii though it looks quite bad.

Hawaii is also very strict these days.. The locals have to get proper permits to collect live stock, and exports are greatly reduced

Just checked, in hawaii, locals can buy a permit for $50 and catch any fish from the surrounding reefs, witch is kind of scary I must admit..and collectors can take as much as they want as long as they are white-listed fish... And even the white listed fish include cleaner wrasse and moorish idols that have crap survival rates and are actually declining in numbers. Maybe they have a point, but then again we are dumping raw sewerage and garbage in the ocean and no one seems to have a problem with that
