    How often, and how much?

At the moment I am doing 25l water change weekly. Is this excessive?

Would appreciate the views of the experienced nano reefers.

Smaller more frequent water changes on a weekly basis is better than one large one once a month - in my opinion. You constantly dilute nutrients and replace trace elements.
Big water changes can upset the water parameters, especially in a small tank. If you have a decent skimmer, then 10% per week is fine, but with those tanks I believe the skimmers are not so effective, so if you can afford it, then 20-25% per week is better. Just make sure the temp and salinity is the same as the tank water to prevent shocking the live stock with different parameters. It's a small tank, so small changes will have a big effect.
