Normally you would do a water change on the percentage of the total water volume but it all depends on your water parameters, nutrient uptake, filtration and nutrient addition. Some can get away without doing water changes for weeks or months and others find it best to do small changes on a weekly basis, it all depends on your systems needs.

Damn, that is a big sump! I'd turn it into a big macro+pod farm and do away with water changes altogether. Don't know how wise this is though. :)

Total water system, but it depends, a lot of hard corals and inverts, then do your 10% weekly.
