If it was used, then you to ensure that no trapped detritus is in there. Anyway need to rise it and as your system is soo small without a skimmer you need to rinse it properly.

If used, then letting it cycle in a bucket is better.

Even if new, you still need to rinse it.

I'm the one giving him the sand, I used half the sand in my tank and there is left over. On the bag it states do not wash it or rinse it. I have had it in my tank now with no issues. Still clean and still has the liquid in the bag that came with the bag

ok, so not the normal bags of aragonite?
    Pictures say a lot.
Do not know the specific sand you refer to, but normally aragonite it is still better to rinse to get that white cloud out. But if this sand is different in that regard then use it as prescribed.

I agree with @RiaanP with the rinsing. The sand contains bacteria which makes it live sand but due to it standing enclosed in a bag you get bacteria die off which in turn can cause problems on it's own. I would rather give the sand a lite rinse before adding it to your system. Placing your rock in a bucket of tank water would be fine, adding a air pump or small pump would help a little bit with circulation in the bucket.
