Urgent help needed Stand Rust

Is there something a person could wipe or spray onto an aquarium stand to stop rust?
Bearing in mind that the aquarium is up and running.
I don't want to contaminate the water.
I heard that WD40 is bio degradable, would this be safe?
 
Is it just a bit of surface rust? Or has it actually started eating the steel?
Also, was the stand never galvanized or Powdercoated?
 
It is what seems to be powder coated , and no there is no serious rust yet.
Which Is why I would like to put something to prevent it from getting worse.
 
I am worried to paint the stand while the tank is up and running!
Is there no rust inhibitor that is water based and not solvent based?
 
I agree with Rick, Or maybe try to find a water based metal primer. Dont know if there is a water based one. Just putting it out there.

Take note this contains sulphuric acid
Dont get any of this stuff into the water.

I will not trust something that is waterbased, nor do I think it will work.
And like Rick said, use hammerite after the 'rust off' is dried. You dont have to paint a primer with hammerite.
