some help/info please

Good day Guys and Gals.

I noticed a oily kind of layer on top of my water in the sump, mainly in my return chamber sometimes in my refugium.

what is it?, and what causes it?

it could many things, natural oils, proteins, surface mulm etc.
you can remove it manually or stir the water up and let the skimmer take it out.

Surface skimming will help but usually a layer in the sump makes no difference. In the DT, it's purely aesthetics. It usually comes from oil found in fish food, but soap (which is made from oils) and certain chemicals also cause a surface film.
Nothing to worry about.
