I replace all my tanks water yesterday with sea water. My question are, how long is waiting period before i can put LS in?. Second question are, will the sea water also start to cycle or not?

is this a first fill of the tanks?
    What filtration do you have
The cycle is generally kick started by live rock that has been out of the water

If the tanks have only just started running you need to complete the cycling process before adding stock...... anything from 4 to 8 weeks

Cycling is not the process of letting the water become stable.

It is more the tank ability to break down Ammonia , Nitrates etc.. Meaning, are there any liveforms in your tank to "eat" any waste material? That is why you test until it is zero. Because then bacteria did start to grow and multiply to be able to get rid of the dead animals in the live rock that has been out of the water. Then you add slowly life stock, a fish a week or even every two weeks, so that your bacteria can multiply and be able to eat the extra fish poo. To put it bluntly.

That is why if you do move a from one tank to another, including substrate and live rock, and at least 50% of the old water, then you do not need to cycle the new tank. All the bacteria in the live rock is there already. Although on the substrate this do not apply where you have an in tank DSB. Because you will disturb it to much and the DSB will die and need to restart. So this rule do not apply on tanks with in display tank DSB's.

You can make the DSB deeper. Should be about 15cm. Yours looks too shallow.

You can also put the scrubber pump in the first chamber with the skimmer.

Also bring the light for the scrubber closer. If scrubber is vertical you could use both sides. Just add another light unit to the the other side.

The cycle of maturation in short. It starts with high Ammonia been break down by Nitrosomonas bacteria as Ammonia lowers your Nitrite's go up been break down by Nitrobacter bacteria, and when that lowers your Nitrate will go up and the anaerobic bacteria will break that down and so on. Only then is your system in the early stage of Maturation. This normaly takes 6 weeks. No LS should be added before that. Water readings must be 0k. Like Riaan siad it is not the water that must mature.
