How long can one "store" live rock outside of your DT before the organisms die. In other words, if I remove Live Rock from my display tank and place it is a bucket and cover it with wet newspaper, how much time do I have before I do damage to the said Live Rock?

Depends on the different critters inside the rtock. Within minutes until hours later. New rock is imported just wrapped in wet newspaper. But that rock then needs to cycle.

Why not rather put it in buckets and cover with water.

Good water flow, temp and salinity will keep it viable for as long as you want. I kept my LR for months before I used it again.
