I am in the process of designing a new setup, total system volume will be about 1100 liters. I am planning on a in sump refugium and a RDSB. What is the sizing criteria for a RDSB? Would a 50 liter drum be sufficient, or should I try go for a 100 liter drum.

The bigger,the better ;)

OK, a 100. Now for the next question, how full of sand should I make the drum, the 100 liter drum is 700mm high?

Well as long as your DSB is deeper than 12cm and mainly the quality of the sand used will depend how effective your DSB is. :)

In my current setup I'm using local sea sand taken from below the spring low level, I'm assuming that will be fine for a RDSB?

If I remember correctly about what Calfo says in a RDSB, you pretty much fill the bucket or drum to the top and just have the water basically entering and skimming over the top of the sand.
