Hey Mass
My tank has been cycling for 2 weeks today.
My parameters are -
Ammonia - 0
Nitrate - 2
Nitrite - 0
Salinity is 1.025 @ 27°

My skimmer has not been running for a week awaiting a new one.
Is parameters okay or should I do a water change ?

These are fine let the tank keep on cycling, don't bother with a water change till the cycle is complete.

My parameters are still stable going into the 5th week of the cycle now.
When can i start adding livestock?

Has your tanks nitrate spiked and dropped yet. If so taahirs is right get a clean up crew first.

It has stayed the same . Been testing every sunday and they haven't spiked or dropped yet , havent done a water change yet . And new skimmer has been running for a week now .

It sounds safe. But start with cuc and test.

Actually most CUC like molluscs and crustaceans are more sensitive to toxins. Rather start with an easy fish like a clown, if you're adding one to your system.

Agree with Carlos, but have you had an ammonia source for the cycle? otherwise go slowly once you stat adding stuff an keep watching ammonia levels.

I added special blend whith my liverock and every 2 weeks a maintenance dose of special blend

That stuff works cycled my old nano with special blend and live rock (stinky stuff)
