How toxic would it be to paint with my tank in the room?

If you cover the tank and have plenty of fresh air, you will be ok, but a well vented room is most important.

Not toxic at all, just make sure there is enough ventilation, maybe put a fan in the room

Paint over the frog and snake, no, not a problem, but cover the tanks as Wee Man suggested
