As far as I know you won't find any legislation on it, well not that I've been able to find, so technically it is legal to collect for yourself, however, from my understanding of the legislation, the problem comes in with what is actually on the live rock, that is what you need permits for and where it could be deemed to be illegal. If there is any life on the rock, like soft corals, tube worms etc. then you would need a permit for that, which you get from the post office. I could be wrong but that is the way I interpret the current legislation.

And do not go in with a hammer and chisel.
Check corals on the rock as some are not covered by the permit. Especially the hard corals.

    ???

If you need a permit to collect, do you require any sort of permit to keep? (i.e in your tank)?
