Base rock will eventually become live.
Depends on your patience levels and budget

Buying live rock comes at a cost. If you go live rock only prepare to spend some serious $
This has its advantage of being able to start stocking your tank quicker

You can start a tank with base rock and introduce live rock to help seed your tank.
Only downside is you need to give you tank time to mature and the bacteria to build up to handle the bio load when introducing fish. This can be helped with dosing bacteria and using products like special blend and prodibio bio digest.

Also using base rock ensures you don't introduce live rock that may contain nasties.

    Both have pros and cons

With the cost of LR, due to R $ and freight, it really has become an expensive excersize relying on LR as a filtration method.
Fortunately, there are other more cost effective ways of achieving the same results.
With liquid Carbon dosing (vinegar, vodka, nopox) or solid carbon substrates orca biocubes, you can get away with a LOT less rock than before.

Simply sourcing a few nice shapes for building your reef structure will suffice.
There are also some artificial liverock which is indistinguishable to the the untrained eye... Not sure on cost though.
Most shops stock rock, got no idea who is cheap, prices are generally very close.
Just be sure to check the suppliers' tanks for things like aiptasia and if present, dont buy, regardless of how cheap the rock is! ;)
