In PE can one collect local zoas, corals, fish and snail this time of year. What type of snails can onè collect locally?

Unfortunately I have never seen zoas in PE, or any tropical snails this time of year. The snails there are mostly temperate, and doesn't survive long in our warmer tanks.
 
Fish wise, what will I be able to catch in rockpools this time of year, will be heading up there in about 2 weeks.
 
What will be more effective and cheaper. My dad thinks I should get a curve 5 skimmerand run cheato (which I already have going), I would like a algae scrubber, say like 20 cm by 25 cm. Not sure on what lighting I should use.

Algae scrubber a lot more effective at nutrient removal than chaeto IME. But you need proper flow through scrubber for it to be effective, but it will definitely help a lot more with nutrient removal than chaeto.
 
Thanks for the kind words. Wrote exams last week, so was a bit scarce, tank ticking along without much intervention, no issues. Bicolor angels started spawning last week. Finally managed to source some more Maldives clowns (@ScubaLover22 helped me source them). Some random pics:
