with gha, its pointless looking at po4 as it will almost always give you a low reading because the gha is eating up the po4.

YOu could have fish or crabs eating it or you could run po4 remover. If its just on certain rocks then its possible that those rocks are leaching po4
 
Even though your levels are zero, tests measure what's in the water column, rocks can have bound phosphates and algae's are one of the oldest life forms and can extract food at source. Make sure no sediment or detritus on the rocks and keep affected areas clean with a turkey baster and it will disappear. A pic will help determine where to go next
 
What's changed since it started? If u remove some does it grow back quick?

Adding of new livestock could send the cycle in overdrive, ceramic rings are very effective, an produced some extra nitrates which is fueling the growth etc, but will wait for pics as well

Started +- 3 months after tank was set up. Have it now for +- 4 months

yes your nitrate is zero cos it is being filtered out by algae. trust me on this one. use a nitrate removal resin and use phosphate media for good measure. you will not see any phos or nitrate in tests because of your "algae scrubber" in the middle of your tank!
