Is the glass wet or dry?

Wel I suppose the paint side is dry. Use a paint remover.

For the coralline if dry. Vinegar and a blade.

If wet, just a new blade in a paint scraper.

You need to be careful with the blade.

Paint remover I have no idea. Vinegar is ok.

Why would someone paint a star fire panel? Anyway just mask of the join and use a scraper on that small section.

@Sidney theres always a chance, and low iron glass is softer than regular float. just keep the blade as close to flat as possible and work slowly.

You should not have any dust. If the glass is wet the water absorbers the calcium. If you leave the panel on it's side (on a clean blanket of course) and soak it with a vinegar/water solution the solution will absorb any dust. Just don't drink it. ;)
