Is it disorientated that you think its blind, or has it lost its eyes. Could you post a pic?

I haven't encountered this problem but here is a Thread or two regarding Blind Fishes...although not many....this Thread will hopefully steer you in the right direction until someone can give you 1st hand experience..
This Thread from @LuckyFish shows the different stuff he went thru trying to look and see if he could pin-point the Problem...

And this Thread here was the one he came to the conclusion could be the Culprit...if memory serves me right...

    Thanks,

To decribe more, he looks no different but swims into things and I can cath him with my hand. He does "feel" my hand and gets nervous but swims into my fingers. He keeps to the top of the tank and fortunately from here he manages to snag some food to keep going. He's been like this for about 2 to 3 weeks now.

What are you water parameters and what other livestock do you have?

Sounds like disorientation. Is it quite lethargic?

Your fish is blind, no doubt. I reckon you have some oxidation going on in the water, producing sodiumhypochlorite. Which is bleach!
Strayvoltage can cause something like that and the fishes tissues, mainly eyes and gills get effected.
Check out the gills of all fish. If the gill cover is opened unusual, you have to find the cause. I lost almost all my livestock!
