    I think the two articles are talking about two separate areas. The first,the northern part of the barrier reef, stretching across and off the continental shelf to the Solomon islands. The second; just the barrier reef itself...

    Or am I wrong??

    surly ALL parts of the reef need to be protected!

    Yes of course (But varying degrees of protection [dredging and mining should be completely out of the question])! I'm just saying that I think they are talking about two slightly different but overlapping areas.
