Bud most aerosols will work as long as they are cured properly, but obviously try not to use the sprayed pipes in a submerged environment of you can help it..

Hey Bud, that's the problem, this will be submerged partially as I will run my 2 x 250w jaggers in them due to limited space in the sump, I got grey pipe currently but it looks crap and I have spend way too much on the "looks" to leave this like this and not make it red. I saw on R2R they say I can even plastic dip but was unable to get someone in my area or in JHB that does plastic dipping.

Can't you wrap it in red vinyl and just be done with it

Easiest and safest way to achieve this will be...Get some Red Heat Shrink and Shrink that around the pipes needed... None toxic, no curing time, cheaper than a can of quality spray paint...

Oh yes you will need to get it slightly bigger that 50mm as you want to slide it over and then shrink it... If I am correct a 60mm should be sufficient as heat shrink has it's limitations when shrinking down, I'm sure you get a "before" and "after" size on the package so you can tell what the final size will be after the shrinking
