Its called a Carlson Surge Device, really easy to make and the volume, velocity and type of flow is phenominal. It is however noisy and does cause a lot of bubbles (harmless but cause salt spray onto low haning lights). It is the primary flow I would advocate in any loarge system where lights are suspended high off the water surface.
