had to read that post 4 times before i understood a bit
so where does these "Bacterioplankton" form or grow?
They grow all over the place. In/on your sandbed, in/on your live rock, in/on your plumbing, in/on your corals. Some will be motile and be in the currents of the tank. You couldn't even have a reef tank if they weren't there. The Nitrogen cycle couldn't happen without them.
