Use Lugol´s solution. It´s safe. Do not use potassium permaganate.
Above 400 mg/l potassium it will cause stress for inmates and above 450 mg/l is goes towards toxic. Don´t push your luck. For what do you want to add it?

Yes, you could use it as an additive, BUT you need to be able to test for it (IMHO), and unfortunately (as far as I know) there is no such hobby test kit.
If your system is set up correctly, your bio-load is correct (i.e. tank not over stocked) and the tank has been allowed to mature properly, you should not need to use any chemicals to "fix" things such as cloudy water - perhaps just run some good quality activated carbon.
IMHO, if one cannot test ACCURATELY for a substance, then one should not add any to our tanks. In my experience, trying to "correct" one level inevitably leads to an imbalance with other substances. The best way to ensure that all the trace elements remain available for your inhabitants is to do more regular partial water changes, using a good quality salt. The chemistry of sea water is MUCH to complicated for any hobbyist to try to micro-manage it with additions of trace elements. It's bad enough trying to balance the ratios of the major elements which we must manage - calcium, magnesium, alkalinity and pH
